Rules and legislation in Barcelona

The laws and regulations regarding e-scooters in Barcelona have been tightened up. Since its introduction, several accidents have occurred and traffic chaos has ensued. Although the city council encourages sustainable mobility, the benefits of e-scooters did not outweigh the traffic problems.

That is why the city council has subdivided PMVs (Personal Mobility Vehicles), or one-person vehicles, into type A and type B vehicles. For economic purposes, there is no more room for electric scooter sharing apps like Bird, Lime, or Circ because every type A driver has to be accompanied by a guide.

If you rent an electric scooter through a rental company, the following rules apply:

  • There is a maximum speed of 10 km/h on paved road surfaces, and 30 km/h on road surfaces
  • In the parcs there is a maximum speed of 10 km/h
  • It’s prohibited to park your E-scooter against trees, traffic lights, or benches
  • Do not park in front of entrances and exits or other places that block pedestrians
  • Wearing a helmet is mandatory and the minimum age to ride an electric scooter in Barcelona is 16 years

Fine

If you break the rules, you risk a fine of up to 500 euros. For a minor violation, the fines are up to 100 euros, and for a serious violation of the rules, you risk a fine of 200 euros. Only in case of a serious violation of the rules do you risk the maximum fine of 500 euros.
